I. The statement of accusation
Accuser Mr. Ho has detected an extremely suspicious man who is a suspect of the member of International Crime Organization for developing the ransomware, CryptoLocker, which is possibly the worst computer virus in this century spreading widely in the United States and in England today. This malware enables the suspect to illegally invade unspecified large number of computers, leading the installation of the malware illegally, and illegally encrypt the certain types of files and demands ransom to users through virtual currency to decrypt the files.
II. The cause of accusation
(A) The background of the accuser
1. The technology developed by Accuser Mr. Ho has been seized by the International Crime Organization and his life was put in jeopardy for a couple of times. For the security of his life and as an important victim and witness of the International Crime Organization, Accuser Mr. Ho is protected by the Victim Assistance Program of the FBI from the 30th of November, 2005. Even until today, the members of International Crime Organization have not yet been arrested. Accuser Mr. Ho is still being protected by the Victim Assistance Program of the FBI and regularly contacts the FBI.
2. Accuser Mr. Ho is an inventor of Super Computers. The technology seized by the International Crime Organization mentioned above refers to the computer chip technology relating Super Computers. Accuser Mr. Ho is currently working on designing, developing, and producing Super Computers in general at Revatron Co., LTD, which is a company in Japan that he manages.
On the 31st of August, 2013, he made a successful bid with his business partner for the bidding item of National Institute of Information and Communications Technology and contracted for development and production sections of Super Computers for the institute.
3. To design Super Computers in general, one needs to combine the specialized techniques of data compression/decompression, data reduction, network communication, and cryptography. Accuser Mr. Ho is one of the few inventors who are an expert on all these fields.
